Licensing Program Analyst (LPA), Mindy Mohr made an unannounced Legal/Non-compliance Case Management visit and met with Child Development Supervisor Lisa Adams (D1) and Director Darrell Whitacre (D2), to ensure compliance with the terms set during a prior Non-Compliance Conference (NCC) on 04/29/2024. At the time of the NCC, the Licensee agreed to adhere to the following terms to bring the facility into compliance:

· Facility to maintain a sign to the front gate reminding parents, staff and visitors to close and latch the gate upon arriving and leaving the facility.


· Site Supervisor has discussed supervision during multiple staff meetings and will continue to review responsibilities of supervision and elopement prevention.
· Staff are to make sure the door alarms are on and working during times children are present, Site Supervisor has created a battery log sheet to document when batteries are installed into door alarms.
· Staff have received the 'Active Supervision' and 'Active Supervision Toolkit' handouts and will continue to review during future training opportunities.
· Site Supervisor has agreed to provide the department with a written plan on head count protocols during transitions between classroom and outside play area and elopement procedures.
· Site Supervisor advised a baby gate has been installed inside the preschool classroom at the cubbies by the main classroom door and will contact the fire inspector to ensure compliance.
Referral to CCL's Technical Support Program (TSP), a non-enforcement program that provides consultation and training to assist facility in regulatory compliance.

During today’s visit, there were no children in care. The front gate was latched with a sign reminding parents, staff and visitors to close and latch the gate upon arriving and leaving the facility. All doors in the classrooms had alarms on them and were in working order. There is an alarm on the main classroom door at the front of the classroom and the back door that leads out to the play yard. The classroom had a baby gate located by the main door next to the cubbies.

D1 and D2 both stated someone from the administration team are overseeing staff and making sure staff are supported and maintaining supervision with the children while in care. LPA observed all classrooms have a white board both inside and outside with the children’s names. D1 and D2 stated teachers use this board to mark the children who are present or have left for the day. Teachers do headcounts when going out to the play yard, when entering the classroom and throughout the day, at circle time and when the children are sitting at the table eating.

D1 and D2 both state the site continues to have monthly staff meetings to discuss topics related to supervision, staffing ratios, and the importance of head counts. The next staff meeting will be held on 03/19/2025. The facility has completed all training's with CCLD’s Technical Support Program (TSP). Based on today's visit, the facility appeared to be complying with the terms of the NCC.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. There were no violation(s) of the California Code of Regulations, Title 22; Division 12, cited during today's visit.
