Licensing Program Analyst (LPA) Glenn Ouye met with owner Fatima Arreola Guzman to conduct the prelicensing inspection of the infant program. This facility name will be changed to the infant program. The application was received on June 5, 2023. The approved fire clearance was done on July 31, 2023 for eight infants.

The facility is a combination center. The infant program will use two classrooms. The Rosebud room 1 classroom is used as the infant activity area. The Rosebud room 2 will have the cribs and activity area. The is sufficient square footage for the interior activity space. There are sufficient cribs, mats, furniture and toys for the infants. There is a refrigerator to store formula and breast milk. There is functional smoke/carbon monoxide detectors in the rooms and a fire extinguisher rated at 2A10BC. The license is waiting for the partition to be delivered to physically separate the cribs from the activity area. The sink and changing tables are also on order. The facility will be approved for licensure for the 8 infants when the partition, sink and changing tables are installed.

The outdoor activity area is physically separated from the preschool area and is fully fenced.. There is sufficient shade for the children. There is also sufficient toys and age appropriate equipment for the children, Water bottles and cups will be used by the children. There is also a large water cooler for additional water.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant, the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Applicant,was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

A notice of site visit will be given to a facility representative for any visit other than the prelicensing inspection and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

When the applicant installs the partition for the napping area, the sinks and the changing table, the facility will be approved for licensure.
