At 10:00am on 9/6/2024, Licensing Program Analyst (LPA) Matthew Gallo met with Site Supervisor Malissa Cruz for the purpose of an unannounced annual random inspection. The facility is an infant center with a toddler option, and upon arrival LPA observed 3 infants in the infant classroom supervised by 3 staff, and 11 toddlers in the toddler classroom supervised by 4 staff. Executive Director Cindy Maciel was also present during LPA's inspection.

The infant and toddler components of the license each have their own classroom and attached outdoor play yard, and LPA toured all activity and classroom spaces, restrooms, food service, and outdoor play areas. All necessary postings were observed. Facility representative stated that no poisons or weapons are present at the facility, and LPA did not observe any bodies of water. All toxic and hazardous items were inaccessible to children in both classrooms. Functional carbon monoxide detector and smoke detector were present. Furniture and equipment were in good condition and floors were clean throughout both classrooms. Playground equipment and surfaces of both outdoor play yards were free of loose or sharp parts, and the areas underneath or around climbing equipment were sufficiently cushioned with wood chips or rubber padding. Program provides breakfast, lunch, and snack and menus were posted in visible sight. The food preparation space was free of litter, all food was protected against contamination, and storage containers with solid waste had tight-fitting covers. Infant milk was properly stored with infant name and current date. Drinking water was readily available to children both indoors and outdoors. LPA observed full legal signatures while reviewing the sign in and sign out sheets. Medication was properly stored and inaccessible to children.

Sufficient napping equipment was available, and LPA reminded facility representative that napping infants must have 100% visual supervision at all time. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

7 children's files were reviewed and observed to be complete. Transcripts for staff were available to review on-site, and LPA confirmed that at least one staff member present today has a current Pediatric CPR and First Aid certification. However, the rest of the required records were stored off site at a central school office. The office could not produce the records during LPA's visit. Criminal record clearances are managed by the the local school district.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Director was encouraged to the visit the departments website at WWW.CCLD.CA.GOV for information regarding childcare updates, forms, regulations and legislation pertaining child care centers.
