25 | At 1:00pm on 12/12/2024, Licensing Program Analyst (LPA) Matthew Gallo met with licensee's assistant Miranda Carpender for the purpose of an unannounced annual inspection. Upon arrival, LPA observed a total census of 12 children consisting of 9 preschool children and 3 infants. The licensee was not available to return home during the inspection. A second assistant was present throughout the visit.
LPA toured the facility and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include Master Bedroom/Bath, Kitchen, All Upstairs, Backyard, and Garage. Licensee's assistant acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items were inaccessible to children. Per licensee's assistant, there are no weapons in the home. A fireplace waiver is on file and stairs are properly barricaded to prevent access to children. Outdoor play space is fenced.
When looking out the living room window, LPA observed that the mesh fencing surrounding the outdoor pond was damaged. Upon closer inspection, the post to the mesh panel directly next to the gate panel was loose and sagging, causing a gap in the fencing that was approximately 3-4 inches at the base but that expanded to approximately 3 feet at the tops of the posts. Inside the fenced area, LPA observed a body of collected water approximately 4 feet in diameter and 12 inches at its deepest.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
