On February 14, 2024 Licensing Program Analyst (LPAs) Lea Habtom and Matthew Gallo conducted an unannounced inspection to the facility. The purpose of today’s inspection is to close a complaint investigation. LPA met with designated staff, Don Beskeen, to close the complaint. There was a census of 16 infants being supervised by 4 staff members in classrooms Caterpillar and Lady Bug. All staff present today have been fingerprint cleared and associated to the facility.

Staff are not meeting day care children's needs

During the investigation, LPA Habtom toured the facility, conducted observation, and interviewed those pertinent to the investigation. LPA conducted interviews regarding the allegation that staff are not meeting day care children’s needs. LPA Habtom was unable to collect enough information to validate or invalidate the claim that staff are not meeting day care children’s needs in reference to infants crying without being soothed therefore the allegation is to be UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

On April 16, 2024, Licensing Program Analyst (LPAs) Lea Habtom and Matthew Gallo met with Director, Heather Madison, to provide an amended report for the findings of the complaint delivered on February 14, 2024. There was a census of 7 infants in the caterpillars room being supervised by 2 staff and 7 infants from the Ladybugs room playing outside supervised by 3 staff. All staff present today have fingerprint clearances and associations.

Facility is out of ratio

Following the submitted appeal, it was determined that the allegation regarding the facility is operating out of ratio was found to be UNSUBSTANTIATED. Although it may or may have not happened, there is not a preponderance of the evidence to prove that the alleged violation occurred.

Following the submitted appeal, it was determined that the allegation unqualified staff were providing care and supervision to be UNSUBSTANTIATED. Although it may or may have not happened, there is not a preponderance of the evidence to prove that the alleged violation occurred.

This requirement was not met as evidenced by interviews & review of transcripts that showed 1 fully qualified staff with infant units and 2 aides supervising 13 infants which poses an immediate risk to the health and safety of children in care.
