On 10/08/2024, the Orange County Child Care Office received a complaint alleging: 1) Children are not given an opportunity to nap or rest while at the facility. Reporting Party (RP) stated that Children are staying at school more than the number hours they should be there without a nap or rest period.
During the investigation, LPA toured the facility, conducted interviews, obtained ST. Paul Epsicopal Preschool School Directory, ST. Paul’s Preschool Staff Roster, Brightwheel Check in Check Out Sheets, Early Brid, and Late Bird Sign in and Out Sheets, Kids Adventure and Sonshine Club Sign in and Out Sheets, Admission and Registration Forms, Parent Handbook, Monthly Schedule of Activities, and Extended Day Teacher Schedule.
On 10/15/2024, LPA arrived at facility at 1:15PM and was led on a tour with Staff #4 (S4). During the tour, LPA observed children playing on the playground and participating in classroom activities. LPA interviewed four (4) staff (S1-S4) that stated children do not nap and that there are different programs for parent/guardians to choose from who need additional care. All four (4) staff stated that programs offered to parent/guardians run as a morning session from 9AM-11:30AM with the option to sign up for Kids Adventure Club that starts after morning session at 11:30AM-2:00PM and then there is Sonshine Club that begins at 10:00AM-12:15PM, with regular session starting at 12:15PM-2:45PM. In addition to these programs offered, all four (4) staff stated that there is also an Early Bird option where children can be dropped off at 8:30AM and a Late Brid option where children can be picked up by 3:15PM. LPA reviewed St Pauls Epsicopal Admissions/Registration packet detailing St Paul’s Brightwheel Sign in and Out sheets showing that some children were in attendance between 5-6 hours.
During parent interviews. LPA called eight 8 parents and LPA was able to interview 1 parent. The 1 interviewed parent did not divulge any information pertaining to the allegation.
Based on LPA observations, interviews, and records review, the preponderance of evidence has been met; therefore, the allegation of Children are not given an opportunity to nap or rest while at the facility, is Substantiated. Type B violation is being cited in the section of California Code of Regulations, Title 22, Division 12, Chapter 1 Section 101230(b), Activities. See LIC9099D for deficiency cited.
