The Department received a complaint on 06/02/2025 alleging staff would not allow parent to observe day care child. LPA interviewed the Reporting Party (RP) for further information.
During the investigation, LPA Garcia interviewed staff, the reporting party, and children’s authorized representatives, obtained facility correspondence, developmental progress reports, tuition forms, parent handbook, and children’s roster.
Throughout the investigation, LPA Garcia reviewed the parent handbook, policies and procedures, and the email conversation between the child’s authorized representative and staff #3 (S3). The visiting policy states that the facility will attempt to provide a place for "inconspicuous observation" of their child. In an email dated May 28, 2025, S3 emailed the child’s authorized representative that an observation could not be arranged because the facility was in the process of closing out the school year.
All staff interviewed stated that parents are welcome to observe children in the classrooms upon request. During LPA’s interview, S3 disclosed that a child’s authorized representative had requested to observe on the last day of school; S3 advised the child’s authorized representative that it was not an ideal time, as the facility was wrapping up end-of-year activities.
LPA interviewed children’s authorized representatives. Representatives interviewed shared feedback regarding their enrollment experience.
Based on interviews and record reviews, it has been determined that staff would not allow a parent to observe day care child. Therefore, the preponderance of evidence standard has been met; therefore, the above allegation is found to be substantiated. Per Title 22 Regulations, Health and Safety Code Section 1596.857(a) is being cited on the attached LIC 9099D.
Exit interview conducted and report was reviewed with the assistant director, Kristin Thomas and director, Megan Kraszewski. A notice of site visit was given and must remain posted for 30 days. Failure to post will result in civil penalties of $100. |
