During investigation, LPA Castro conducted observations regarding the interactions between staff and children. LPA interviewed six (6) staff, three (3) children, and five (5) parents.
During observations on 01/06/25 and on 01/22/25, LPA observed teachers providing verbal re-directions to the children in care appropriately.
During interviews, all interviewees stated that they have not observed staff speaking inappropriately to children. All six (6) interviewed staff stated that they give verbal directions to children in an appropriate manner. All three (3) interviewed children confirmed the staffs’ statements by stating that they receive verbal directions from teachers in an appropriate tone. All five (5) interviewed parents did not disclose any concerns regarding the allegation.
The Orange County Regional Child Care Licensing Office has investigated the complaint alleging that staff speak inappropriately to children in care. Based on the information gathered from LPA’s observations and interviews, although the allegation may have happened or is valid, there was not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days.
