On 05/06/26, Licensing Program Analyst (LPA), Olivia Meza conducted an unannounced visit to the facility to deliver findings for a complaint that was initiated on 12/30/2025. LPA met with the Director, Amanda Dimson and explained the purpose of the visit. The team lead, Star Purry led LPA on a tour of the facility and observed a total of 27 preschool children and five (5) staff.

On 12/24/2025, the Orange County Regional Child Care Licensing Office received a complaint with the allegations that: (1) Child sustained unexplained injury due to staff neglect/lack of supervision (2) Staff pushed child in care (3) Staff locked child in a facility room.
During the investigation, documentation was obtained and reviewed by LPA. Interviews were conducted with the reporting party, staff, children and parents that did not provide any information to support the allegations.

Regarding allegation (1) Child sustained unexplained injury due to staff neglect/lack of supervision
Five (5) out of five (5) staff members interviewed stated that they have not observed staff members violate personal rights or not provide supervision to children in care. LPA collected and reviewed documentation of incident report for Child six (C6) and communication to the authorized representative of C6. Staff four (S4) stated that C6 was not left alone and Staff 4 (S4) was present in the room with C6. When asked if the authorized representative was made aware of C6 being given calming activities and classroom break, S4 stated that the authorized representatives of C6 were contacted immediately. LPA reviewed communication policy in parent handbook which states parents will be contacted immediately for the health and safety of children in care.

Regarding allegation (2) Staff pushed child in care
Five (5) out of five (5) staff members interviewed stated that they have not observed a staff member pushing C6 care. Staff one (S1) stated that the facility redirects children to a different activity if it is needed. LPA reviewed the school policy on positive behavior (support prevention and response); the policy states that the facility encourages positive teacher child interactions by encouraging respectful communication by being proactive and not reactive. S5 stated that they reviewed the camera footage and did not observe any staff member pushing a child in care.

Regarding allegation (3) Staff locked child in a facility room
Five (5) out of five (5) staff members interviewed stated that they have not observed a child being locked alone in a room. When asked about the alleged incident, S4 stated that they were present with C6 providing calming activities. When asked if C6 was left alone in the room locked, S4 stated that C6 was not left alone with the door locked. Camera footage was reviewed by S5 and S5 stated that they did not observe C6 left alone in the room with the door locked. LPA collected and reviewed incident report form for C6. The nap and quiet time parent handbook policy states that if a child is not able to rest, the child will have the option of participating in quiet activities.

The Orange County Regional Child Care Licensing Office investigated the complaints alleging; (1) Child sustained unexplained injury due to staff neglect/lack of supervision; (2) Staff pushed child in care; (3) Staff locked child in a facility room Although the allegations may have happened or are valid, based on interviews and record reviews conducted, there was not a preponderance to prove that the allegations did or did not occur, therefore, the allegations are found to be UNSUBSTANTIATED.

No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the Director, Amanda Dimson.
