The Reporting Party (RP) reports, based on observations made on August 6, 2025, through the facility's daycare app, Sprout About, Child #1 (C1) appeared to be seated in a highchair for an extended period during snack time, from approximately 3:00 p.m. to 4:15 p.m.
As part of the investigation, LPA Lucero conducted interviews with the Reporting Party and four (4) staff members.
Children were not interviewed due to their status as infants.
During the interview, the RP reported that C1 was in the younger infant classroom and appeared to be in a highchair for a prolonged period. The RP observed C1 squirming and shifting to the side, indicating possible discomfort.
In staff interviews, it was confirmed that highchairs are present in the younger infant classroom but not in the older infant room. Staff members denied observing or having any knowledge of C1 being placed in a highchair for an extended period. Staff also stated C1 attended the facility for a total of three days. During the first two days, C1 was primarily placed in the older infant classroom, while on the third day, C1 was assigned to the younger infant classroom.
Staff Member #3 (S3), who was assigned to the younger infant classroom on the date of the alleged incident, reported that they did not serve food to C1. S3 recalls that C1 was only in the younger infant classroom temporarily, typically for one to two hours, when transferred from the other classroom. This occurred only when C1 awoke from a nap, in order to prevent the child from disturbing other sleeping children, as staff noted that C1 would often cry upon waking.
S3 further explained that when alone in the classroom feeding infants, any child who finished eating would be removed from the highchair, cleaned, and placed on the floor while S3 continues feeding the remaining children. S3 states they position themselves to ensure continuous supervision of all children in the classroom.
