The Reporting Party (RP) stated that the Licensee was giving Child 1 (C1) lots of time-outs and placed C1 in a time-out room 6 times in 2 hours per day due to C1 refusing to take naps. The RP also stated that when they picked C1 up early from daycare and observed C1 was outside in the backyard without any supervision. The RP stated that the licensee would exclude C1 from participating with the other children during activities. The RP stated that she noticed C1 behaviors changing at home.
During the investigation, LPA Trinh interviewed the RP, 2 staff members, and 4 children. LPA conducted a facility inspection and reviewed the children’s roster, personnel report, and declaration form from 2 staff.
During the investigation on 05/28/2024, 2 staff members were interviewed. Both staff disclosed they use time-out when disciplining children by having the child sit in the crying room or on the chair in the kitchen room for less than 2 minutes, as well as talking to the child at eye level and redirecting. S1 stated they had to put C1 on time out 1 times in one day, each time less than 2 minutes due to C1 attempting to open the front door and C1's behavior because C1 hit/kicked and yelled at other children at nap time.
Both staff interviewed disclosed children in supervised when they are in day-care. S2 stated, that when children are in the backyard, S2 is always with them. While S2 is outside, S1 is inside the house with the younger children and also supervises the children who need to go to the restroom.
During the Interview, staff stated they treat each in day-care with respect and dignity. Staff stated when children misbehave, staff talk to children to calm them, and redirect them. Staff mentioned that in this day-care they always communicate with children asking them for their opinions.
LPA interviewed 5 children on 05/28/2024. All the children disclosed that sometimes they get time out in the crying room with licensee and the door closed. This occurs when children hit/kick or yell at other children during nap time. None of the children disclosed that staff leaves children unsupervised.
On June 6, 2024, 4 parents were interviewed. All 4 parents did not express any concerns with the care given to the children, or any issue with any staff. None of the parents interviewed disclosed information that could support the allegations.
