During the investigation, LPA interviewed the licensee, interviewed two parents, and reviewed children files.
Reporting Party (RP) alleges an adult can be heard outside the home yelling, screaming, and using profanity at random times of the day while children are present. On 6/24/2026, LPA interviewed the licensee. The licensee stated there was an incident in the home where there was some shouting but not loud coming from an adult resident inside the home after day care hours. Licensee stated the incident occurred after 7:00 PM and day care children were not present.
On 07/10/2026, LPA contacted three parents via phone call. Out of three parents called, LPA was able to interview two parents. Parents interviewed did not divulge any information pertaining to the allegation.
Children present were not interviewed due to age and not being qualified.
Based on interviews with the licensee and parents, there was not enough evidence to substantiate the allegation.
The Orange County Child Care Office has investigated the complaint alleging (1) Adult in the home is engaging in inappropriate behavior in front of children: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
Exit interview conducted and report was reviewed with licensee Alvi Fouzia.
