On 9/26/2025, Licensing Program Analyst (LPA) D. Valdez Santana conducted an unannounced complaint visit to deliver the complaint findings. LPA met with interim director, Christina Sinclair, who provided a tour of the facility. LPA stated the purpose of the visit upon arrival. Census was taken in individual classrooms. In the Preschool Room there were 10 children and 2 staff and in the Prek room there were 6 children and 1 staff. The total census observed was 16 preschool-age children and 3 staff. A review of the Facility Personnel Report Summary conducted on today’s date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

On 7/02/2025, the Orange County Child Care Office received a complaint alleging: (1) Staff did not ensure that the facility was clean and free of clutter, (2) Staff did not provide adequate supervision to daycare children, (3) Staff yelled at daycare children and (4) Staff did not communicate with authorized representatives.

During the investigation, LPA Valdez Santana interviewed 3 staff members, 4 children, and 2 parents. LPA took photos of the two classrooms and playground. LPA also obtained a copy of the Children’s Roster and Personnel Report.

Regarding the allegation “Staff did not ensure that the facility was clean and free of clutter,” three (3) out of three (3) staff denied that facility is cluttered and unclean. Staff #1 (S1) stated, the classrooms are clean and orderly. The facility has a custodian, who does a good job keeping the facility clean. S1 denied ever seeing any animal droppings at the facility. Staff ensure the facility is clean by cleaning the tables every morning after any meals. S1 sweeps the floor. The custodian cleans the bathrooms, hallways and floors. S1 also cleans/wipes down any high traffic areas like knobs, etc. Staff 2 (S2) denied that the facility is unclean or cluttered, staff have brushes to clean, staff sweep the floors and have cleaning wipes. Staff have children wash their hands throughout the day. Staff #3 (S3) denied ever seeing any droppings at the facility. S3 stated each week the school has different families that come to clean, it’s required to volunteer but it’s before and after programs. The Janitor also cleans and sweeps and mops. The teachers also clean throughout the day. Four (4) out of four (4) children interviewed did not make any disclosures. Two (2) out of two (2) interviewed parents stated they had no concerns about the facility and did not disclose any information related to the allegation. Additionally, LPA thoroughly inspected the classrooms and the facility as a whole and LPA did not find the facility to be unclean and cluttered.

Regarding the allegation, “Staff did not provide adequate supervision to daycare children,” Three (3) out of three (3) staff denied children have ever been left unattended. S1 stated, the way staff ensure adequate supervision to children is by maintaining safety and order in the classroom. To ensure every child is heard and seen. S2 stated S2 tries to keep the children in line of sight at all times. S2 tries not to give S2’s back to the children and always watches them. S3 stated it’s a 1:12 ratio and staff need to supervise the children during snack and lunch, in the classroom and when outside and in the restrooms. Three (3) out of three (3) staff denied seeing another staff walk away leaving children unattended. Four (4) out of four (4) children denied ever being left alone by staff. Two (2) out of two (2) interviewed parents stated they had no concerns about the facility and did not disclose any information related to the allegation.

Regarding the allegation, “Staff yelled at daycare children.” Three (3) out of three (3) staff denied ever yelling at children or observed another staff yelling at children. S1 disclosed that S1 has projected S1’s voice but never in a rough tone, those are S1's babies S1 would never.

S2 stated no, staff do not yell. Staff use firm tones sometimes if needed but not rough. S3 stated Oh no, S3 does not yell at children. It’s just not in S3’s nature to be that way. S3 talks to the children about their choices, doesn’t need to yell. S3 takes the child on a walk to separate them from the other kids for a bit. Children are not bad they sometimes make bad choices. Four (4) out of four (4) children interviewed did not make disclosures about the above allegation. Two (2) out of two (2) interviewed parents stated they had no concerns about the facility and did not disclose any information related to the allegation.

Regarding the allegation “Staff did not communicate with authorized representatives.” S1 said the procedure for when a child gets hurt, depends on the severity of the injury. If it’s not serious S1 treats the injury and if it’s serious the child gets sent home. S1 notifies S3 and S3 contacts the parents. When parents arrive, S1 would then also speak to the parents. S1 would send an “ouch” report home to the parents. Staff communicate with parents through ouch reports. Staff also use the Remind App to communicate with parents. S2 stated the procedure when a child gets hurt staff go to the child and ask them if they are okay. If it’s serious staff notify the parents, through the Remind Me app. All parents are on there. S3 stated the procedure when a child gets hurt is staff treat/clean the injury and make sure they are okay. If it’s just a scrape, staff clean it and put a Band-Aid and send an ouch report and tell them on the Remind App. If it is serious S3 would inform on the app and call the parent. Parents are also informed in person at pick-up and drop-off, staff can speak directly to parents. Four (4) out of four (4) children interviewed did not make any disclosures. Two (2) out of two (2) interviewed parents stated they had no concerns about the facility and did not disclose any information related to the allegation.

Based on LPA's observations and interviews which were conducted, and records reviewed, the preponderance evidence of Staff did not ensure that the facility was clean and free of clutter, Staff did not provide adequate supervision to daycare children, Staff yelled at daycare children and Staff did not communicate with authorized representatives have not been met. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are unsubstantiated.

Exit interview was conducted, and the report was reviewed and discussed with facility representative. Notice of Site Visit was posted during the visit. The facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. The facility was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. Page 3 of 3. End of Report.
