Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of increasing capacity from 82 preschool children to 106 preschool children by decreasing the school age capacity taking Room # 7 off and add it to the preschool. LPA met with director, Vanessa Stahl who toured the facility with. Census was taken. Currently the facility is licensed for 82 children rooms 5, 6, 8, and 9. The licensee has requested to provide care and supervision for 106 children in rooms 5, 6, 7, 8, and 9 ages 2 to 6 years old, Monday through Friday, 6:30 a.m. to 6:30 p.m. The total census were 49 preschool children with 5 staff.
Room # 5 there were 9 children with one staff.
Room # 6 there were 16 children with 2 staff
Room # 8 there were 12 children with one staff
Room # 9 there were 12 children with one staff
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Office area is located at the entrance of the building and will serve as the isolation area for ill children temporarily until parents arrive. The staff/adult restroom will be used as the isolation restroom for ill children and is conveniently located close to the isolation area.
This facility provides Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The indoor activity space measurement is as follows:
Room # 5: 810 sqft.
Room # 6 675 sqft
Room # 7: 858 sqft
Room # 8: 858 sqft
Room # 9: 1089 sqft
Total indoor space is 4290 divided by 35 = 122.57 (123 children)
Total outdoor activity space measurement is as follows:
Yard #1: 2349 sqft divided by 75 squf = 31 children
Yard # 2 4416 sqft divided by 75 sqft = 58.88 (59 children)
Total: 6765 sqft divided by 75 = 90 children
Total children toilets and sinks:
Toilet: 10 x 150 = 15 children
Sink: 16 x 15 = 240 children
The facility needs to request a waiver for shared playground # 1 and # 2 for preschool children on a rotating basis. These documents are needed to approve a waiver request: Waiver request letter, Preschool outdoor schedule with details of time for morning and afternoon in different groups and number of children. LIC 500, LIC 999, and Playground pictures,
The facility was in compliance with Title 22 requirements at the time of the inspection. Orange county Fire authority has approved the requested capacity of 106 preschool children. Based on today’s measurements, and the sinks and toilets availability, the request of the facility for increasing capacity to 106 children will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional information is required.
Notice of Site Visit must be posted for 30 days or $100 civil penalties will be assessed.
An exit interview was completed. The report was reviewed and discussed. Appeal Rights were discussed. The applicant was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Licensing office within 15 business days
