On 5/28/2026, the Orange County Regional Child Care Licensing Office received a complaint with two allegations listed above: (1) Staff did not ensure to provide supervision resulting in daycare children engaging in inappropriate behavior and (2) Staff inappropriately discipline daycare child in care.
During the investigation, LPA conducted observations during facility visits. LPA interviewed four (4) staff members and four (4) children. LPA contacted nine (9) parents to interview, three (3) parents responded and were interviewed. LPA also obtained a copy of the Children’s Roster, staff roster, and documents pertinent to the investigation.
Regarding allegation (1) Staff did not ensure to provide supervision resulting in daycare children engaging in inappropriate behavior.
During the visit on 6/3/2026 and 6/22/2026, LPA observed facility staff ensure that they provided adequate supervision to children in care. Four (4) out of four (4) staff members stated they ensure to provide care and supervision for the children in care at all times. Four (4) out of four (4) children stated that a staff member is always near them while the children use the restroom. Interviewed parents stated they did not have any concern related to the allegation.
Regarding allegation (2) Staff inappropriately discipline daycare child in care.
During the visit on 6/3/2026 and 6/22/2026, the LPA did not observe any staff member demonstrating inappropriate forms of discipline to a daycare child. Four (4) out of four (4) staff members denied ever demonstrating inappropriate forms of discipline to a daycare child or witnessing any staff member using inappropriate forms of discipline. LPA reviewed camera footage from the facility, and the camera footage did not demonstrate inappropriate forms of discipline to a daycare child. Interviewed parents stated they did not have any concern related to the allegation.
Based on the information gathered from LPAs’ interviews, observations, records, the preponderance of the evidence has not been met. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations of (1) Staff did not ensure to provide supervision resulting in daycare children engaging in inappropriate behavior and (2) Staff inappropriately discipline daycare child in care, therefore, the allegations are UNSUBSTANTIATED.
