32 | The RP states at some point they requested that the Staff #1 (S1) help them and come to the room. The RP states the S1 decided to move an infant, Child #2 (C2), to the 2's room even though C1 was not old enough for the room and moved another child, unknown name, to the infant room to be in ratio. The RP states this is a normal practice to move the oldest infant to the preschool classroom to alleviate issues with ratio.
During the course of investigation, LPA interviewed 3 staff members, and 5 parents were interviewed. No children interview conducted due to being non-verbal.
During the staff interviews, Staff #1 (S1), stated, the older infants are in the 2s classroom either for the beginning of the day or end of the day. A little less than half the day. The older infant will go to the 2s classroom for half a day so they can get used to the staff and classroom. S1 stated Child #1 (C1), Child #2 (C2) and Child #3 (C3) visit the 2’s classroom. S1 stated the practice between the transitioning of the older infants to the 2’s classroom is, depending on their age and their ability to transition and both their parents have requested the child to be transitioned. If the parent is interested, then S1 will have a sit down with them and we can begin the transition with the child. The older infant will go to the 2s classroom for half a day so they can get use to the staff and classroom. Staff #2 (S2) disclosed C1, C2 and C3 are considered transitional (older) infants and are in the 2’s classroom for an hour and then go back. The transition starts a month before they turn 2. Staff #3 (S3) stated C1, C2 and C3 are transitional older infants. S3 stated the transitional older infants are in the 2s classroom since the morning and there through nap time. The practice for transitioning them for example for C1, they notified C1’s parents because C1 still has 2 months to go before turning 2 but they usually start transitioning 1 month before they are 2 years old.
5 parents were contacted, 5 out of 5 parents interviewed did not make any disclosures about the facility.
Based on interviews conducted, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1 Section101161(a) Limitations on Capacity, Type A is being cited on the attached LIC 9099D. Please refer to attached 9099D for documentation of deficiencies.
LPA Valdez Santana informed Director, Amanda Bartlett, that this report dated 12/20/23 documents one Type A citation which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care.Page 2 of 3.
