| On 7/25/25 the Orange County Child Care Office received a complaint alleging (1) Staff do not report incidents to daycare children's responsible parties. (2) Staff leave children unattended. Reporting Party (RP) stated the following: Staff are not reporting incidents involving injured children. Children are left unattended, including outdoor transitions.
During the investigation, LPA toured the facility and conducted interviews with 8 staff members, 5 children, and 3 parents.
Regarding allegation: Staff do not report incidents to daycare children's responsible parties.
During staff interviews, 8 staff members stated that when a child gets injured, they will assess the injury and if it’s a serious injury they will call the administration staff or director. 8 staff members also stated they will write an incident report for any injury and notify the parents through the Brightwheel app. The director stated that when a child has a serious injury, she will call the licensing office to report the incident and will send the unusual incident report to the licensing office.
Regarding allegation: Staff leave children unattended.
During staff interviews, 8 staff members stated there have not been any incidents of children been left unattended. 8 staff members stated that there have not been any new incidents of children been left unattended during outdoor transition times. 5 staff members stated during outdoor transitions they will do a head count before leaving the classroom or the outside playground. 6 children stated they have not been left alone without a staff member being present.
During the 3 parent interviews, the 3 parents did not divulge any information pertaining to the allegation or express any concerns regarding care of the children.
Based on information gathered from LPA’s interviews with the 8 staff members, 6 children, and 3 parents, the preponderance of evidence has not been met. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation (1) Staff do not report incidents to daycare children's responsible parties (2) Staff leave children unattended; therefore, the allegation is UNSUBSTANTIATED.
Exit interview was conducted with HRM, Sara Crippen. The Notice of Site Visit was posted. The HRM was informed that the Notice of Site Visit must be posted for 30 consecutive days. The director was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights.
