32 | On 09/03/25 the Orange County Child Care Office received a complaint alleging (1) Staff do not provide adequate supervision to the children in care (2) Staff do not ensure that hazards are inaccessible to the children in care. The Reporting Party (RP) stated the following: On August 22, 2025, there was a classroom, room 107 that had many balloons to which the children were playing with. RP had seen an adult with a balloon air pump just making more and more balloons with both teachers from that room not paying attention. Staff#2 (S2) was talking to a parent away from the group of children and Staff#1 (S1) was on the phone. RP stated that same week, there was a cart full of different materials outside on the playground. RP noticed children drawing, cutting and gluing at a table that was right in front of it. RP stated that children had access to scissors without a teacher being near the cart to supervise them. This cart was out for more than one day.
During the investigation, LPA toured the facility and conducted interviews with 5 staff members and 3 parents.
Regarding allegation: Staff do not provide adequate supervision to the children in care.
During staff interviews, S1 stated the following: August 22, 2025, was the end of the year party. The room parents (parent #4 (P4) and parent #5 (P5) brought ice cream and balloons for the children. P4, P5, and S2 were in the classroom that day. There was 1 balloon for each child, approximately 12 balloons. S1 reported being next to the children and stated the children were never left alone while the children played with the balloons. S1 denied talking on the phone, stating S1 was instead taking pictures. S1 stated that the children were playing with the balloons for about 5 minutes and took the balloons home after. LPA tried contacting P4 and P5 but was unsuccessful.
S2 stated the following: We talked to the room parent about celebrating the end of the year. We had 12 balloons. The children were able to take the balloons home at the end of the day. S2 reported maintaining visual supervision of the children when they were using the balloons. S2 stated that even if S2 was talking to the parents, S2 continued watching the children as the children played with the balloons.
