On 07/11/2025, the Orange County Child Care Office received a complaint alleging: 1) Staff did not provide care and supervision to day care children. The Reporting Party (RP) stated that Child 1 (C1) has behavioral issues, such as hitting and punching other children & staff, and teachers ignore it.
During the investigation, LPA toured the facility on 07/23/205 at 9:00AM and 08/25/2025 at 1:30PM and conducted classroom observations, conducted 4 (four) staff interviews (S1-S4), attempted to interview 3 children (C1-C3) who did not qualify to be interviewed, observed teacher/child interactions during classroom and nap time, obtained a copy of Adventures in Learning Parent Handbook, obtained 2 (two) incident reports for C1, Blue Birds daily schedule, and Classroom Rosters.
During morning facility inspection on 7/23/2025 and 8/25/2025 LPA conducted classroom observations in the Sunshine and Blue Bird room. During observations LPA observed staff engaged and supporting children with different activities and personal needs.
During records review, LPA reviewed a daily schedule for the Blue Bird room starting from Open-Closing time that describes mealtimes, activities, and nap times. Adventures and Learning family handbook reviewed described that staff take into consideration the child's growth and development and will model behavior, talk calmly to children, teachers are expected to document children's behavior when it comes to biting or hitting and meet with the families and recommend intervention with outside resources when needed.
During staff interviews 3 (three) staff interviewed stated that C1 experiences behavior that needs adult support and guidance. 2 (two) interviewed staff stated that C1 has been enrolled at the facility for about a month. 4 (four) staff (S1-S4) stated that the personal rights of a child are to respect a child and their needs/wants and not to force or deny them anything if they are not ready. 4 (four) staff interviewed stated they provide care and supervision to children and to C1 by being consistent, keeping children safe, engagement with children, and providing re-direction when they observe a child who is experiencing behavior that may need adult guidance.
