Licensing Program Analyst (LPA) Patricia Duron conducted an unannounced complaint visit to deliver the complaint findings for the above allegations. This is a continuation of the investigation initiated on 3/26/26. LPA met with Facility Representative, Princy De Silva and informed her of the purpose of the visit. LPA was guided on a walkthrough of the facility by Facility Representative. Census was taken. The overall census observed was 5 staff members with 32 children.
A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
On 3/10/2026 a complaint was filed with the Licensing office alleging (1) Staff force fed a child in care
(2) Director yelled at staff in the presence of day-care children.
During the course of investigation, LPA interviewed 4 staff members, 4 children and 4 parents, and reviewed records.

During the course of investigation, LPA toured the facility, conducted interviews, reviewed files and conducted classroom observations.

Regarding allegation (1) Staff force fed a child in care. LPA interviewed staff members. Staff members stated they have not witnessed staff force feed a child in care.

Regarding allegation (2) Director yelled at staff in the presence of day-care children. LPA interviewed staff members. Staff members stated they have not witnessed Director yell at staff in the presence of day-care children.

LPA Duron interviewed 4 children. The 4 children interviewed made no disclosures regarding the above allegations.

LPA Duron interviewed 4 parents. All interviewed parents stated they did not have any concern with facility regarding the above allegations.



Based on interviews and record review, there is insufficient evidence to corroborate the allegations: Staff force fed a child in care. Director yelled at staff in the presence of day-care children. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur in the day care facility, therefore the allegations are Unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Princy De Silva.
