Licensing Program Analyst (LPA) Patricia Duron conducted an unannounced complaint visit to deliver the complaint findings for the above allegations. This is a continuation of the investigation initiated on 2/12/2026, LPA met with Facility Representative, Princy De Silva and informed the facility representative of the purpose of the visit. The facility representative guided LPA on a walkthrough of the facility. Census was taken. The overall census observed was 4 staff and 23 children.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

On 2/10/2026 a complaint was filed with the Licensing office alleging staff yelled at day care children, facility is operating out of ratio, staff handled child in a rough manner, children were not provided quality food.

During the course of the investigation, LPA interviewed 5 staff members, 4 children, 4 parents, and reviewed records.

During the course of the investigation, LPA reviewed all sign in/out sheets for enrolled children on February 10 , 2026. LPA observed 23 children signed in/ out on February 10, 2026.

LPA reviewed staff timecards via Online Timekeeping for February 10, 2026. LPA observed 4 staff members in attendance on February 10, 2026.

LPA reviewed a recipe from Rice ‘N Spice dated 2/09/26 to 2/13/26. Director stated facility will order lunch for students at local restaurant.

Regarding allegation (1) Staff yelled at day care children

LPA interviewed 5 staff members. 4 out of 5 staff members stated they have not witnessed staff yell at day care children. Staff #1 (S1) stated, S1 has used a firm voice when children are hurting themselves or another child, S1 reminds the children of the rules to keep them safe, but does not yell at the children in care.

Regarding allegation (2) Facility is operating out of ratio



LPA interviewed 5 staff members. 4 out of 5 staff members stated they have not witnessed facility operating out of ratio. Staff #3 (S3) stated, there are 2 teachers, one in each room. Sometimes Staff #5 (S5) will step in or Staff #2 (S2) steps in to supervise the classroom while teachers are on their lunch.

Regarding allegation (3) Staff handled child in a rough manner

LPA interviewed 5 staff members. 4 out of 5 staff members stated they have not witnessed staff handle child in a rough manner.

Regarding allegation (4) Children were not provided quality food

LPA interviewed 5 staff members. 4 out of 5 staff members stated they have not witnessed children not being provided with quality food. Staff #5 (S5) stated, meals are prepared from the school kitchen or the meals are bought from a local restaurant, 95% of children bring their own lunch and snacks.
Staff #3 (S3) stated, The director prepares the meals in the kitchen or the children bring their own meals from home, or sometimes the director has bought lunches from local restaurant.

LPA Duron interviewed 4 children. The 4 children interviewed made no disclosures regarding the above allegation.

LPA Duron interviewed 4 parents. All interviewed parents stated they did not have any concern with facility regarding the above allegations.



Based on the interviews and record review, there is insufficient evidence to corroborate the allegations: Staff yelled at day care children, facility is operating out of ratio, staff handled child in a rough manner, children were not provided quality food. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur in the day care facility, therefore the allegations are Unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Princy De Silva.
