Licensing Program Analyst (LPA) Patricia Duron conducted an unannounced complaint visit to deliver the complaint findings for the above allegations. This is a continuation of the investigation initiated on 3/19/2026. LPA met with Facility Representative, Princy De Silva and informed the facility representative of the purpose of the visit. The facility representative guided LPA on a walkthrough of the facility. Census was taken. The overall census observed was 5 staff members with 33 children.
A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
On 3/10/2026 a complaint was filed with the Community Care Licensing office alleging (1) staff did not provide adequate supervision resulting in children engaging in inappropriate interactions and (2) staff did not meet reporting requirements.
During the course of investigation, LPA interviewed 4 staff members, 4 children and 4 parents, and reviewed records.

During the course of investigation, LPA toured the facility, reviewed facility’s Parent Handbook and reviewed records including Cypress Police Department incident/investigation report.

Regarding allegation (1) Staff did not provide adequate supervision resulting in children engaging in inappropriate interactions

LPA interviewed staff members. Staff members stated they have not witnessed staff not providing inadequate supervision resulting in children engaging in inappropriate interactions. Staff #1 (S1) stated, staff walk around the room and playground while children are present and playing to ensure supervision for all the children.

Regarding allegation (2) Staff did not meet reporting requirements



LPA interviewed staff members. Staff members stated they have not witnessed staff did not meet reporting requirements. Staff #2 (S2) stated, staff follow facility's policy when staff report incidents to parents. Staff will document the incident on a ouch report and the director will sign it and give it to the parent at pick up and the parent will sign off on report when they receive it, and they will get a copy of the report.

LPA Duron interviewed 4 children. The 4 children interviewed made no disclosures regarding the above allegations.

LPA Duron interviewed 4 parents. All interviewed parents stated they did not have any concern with facility regarding the above allegations.



Based on the interviews and record review, there is insufficient evidence to corroborate the allegations: Staff did not provide adequate supervision resulting in children engaging in inappropriate interactions. Staff did not meet reporting requirements. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur in the day care facility, therefore the allegations are Unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Princy De Silva.
