Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of decreasing capacity from 100 preschool children to 50 preschool children by taking off room A and B off of the license. LPA met with director, Elva Tarin who toured the facility with LPA. Census was taken. Currently the facility is licensed for 100 children in rooms A, B, K1, and K2. The licensee has requested to provide care and supervision for 50 preschool children in rooms K1 and K2 for ages 2 to 5 years old, Monday through Friday, 6:30 a.m. to 5:30 p.m. Rooms A and B are pending for operating infant/toddler program. Today the total census were 19 preschool children with 6 staff.
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. (The staff are employees of Anaheim Elementary School District)
The State Preschool is a Title 5 program that offers full time and part time program.
The facility provides morning snack and afternoon snacks and lunch to children. Children nap in this program. Cots are provided by the facility and bedding are provided by parents which are washed on a weekly basis. The children are dropped off and are singed in and out electronically at the entrance door. The facility has met all the posting requirements.

The indoor activity space measurement for the current requested capacity is as follows:
Room K1 : 1053 square feet.
Room K2: 1066.06 square feet
Total indoor space is 2663.49 square feet divided by 35 = 76.10 (76 children)
Total outdoor activity space measurement is as follows:
Outdoor space is 16382 square feet divided 75 sq feet =218.43 (218 children).

There is one toilet and 2 sinks in each classroom. Additionally the preschool uses the restroom on the elementary ground for girls with 5 toilets and 3 sinks. There is no need for a waiver because the elementary school on this site is no longer operating. The director was reminded that preschool children shall be escorted to and from the restroom with a staff member.

The classrooms are equipped with carbon monoxide detector.

Orange county Fire authority has approved the requested capacity of 50 preschool children and is on file.
Based on today’s measurements, the sinks and toilets availability, the request of the facility for decreasing the capacity to 50 children will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional information is required.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the director, Elva Tarin.

Elva Tarin stated that she would like to request a waiver for main streaming for the preschool program.

An updated waiver request will be submitted.
