On 06/23/2026, Licensing Program Analyst (LPA), Olivia Meza conducted an unannounced visit to the facility to deliver findings for a complaint that was initiated on 02/25/2026. LPA met with Director, Maria Estefany and explained the purpose of the visit. LPA was led on a tour of the facility and observed a total of 22 preschool children and three (3) staff.

On 02/19/2026, the Orange County Regional Child Care Licensing Office received a complaint with the allegation that: (1) Day care child was sexually abused while in care.

During the investigation, documentation was provided to LPA and reviewed. interviews were conducted with children, staff, and parents. LPA was unable to interview reporting party. Regarding allegation (1) Day care child was sexually abused while in care

LPA obtained reports from the Department’s investigative branch (IB), medical records for Child 5 (C5) and staff policies from the facility. Staff interviewed denied the allegation and stated that they have not observed any staff members touching children inappropriately in their private area.

The Orange County Regional Child Care Licensing Office investigated the allegation of: Day care child was sexually abused while in care. Although the allegation may have happened or is valid, based on interviews and record reviews conducted, there was not a preponderance to prove that the allegations did or did not occur, therefore, the allegation is found to be UNSUBSTANTIATED.

No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director.
