25 | On 03/4/25, Licensing Program Analyst (LPA) A. Silva conducted an unannounced Case Management – Legal/Noncompliance inspection assisted by Director Soon Ja Choi and Office Manager Annie Choi. The director was informed of the visit’s purpose, and a tour of the facility was completed. The census was 41 preschool children supervised by 5 staff. The facility was operating within teacher-child ratios and licensed capacity. An on-site Facility Personnel Report Summary review indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Upon arrival the LPA observed children were seated around tables waiting to be served lunch. During the visit, the LPA reviewed the procedures agreed upon during the Noncompliance Conference held 10/10/2023. The Office Manager confirmed the children’s roster was up to date; newly enrolled children were registered on the roster. One file was reviewed for Staff #3 (S3). S3 provides one-on-one 30-minute music lessons to the children of parents who opt in. The LPA confirmed the file contained a checklist with the required forms and that a mandated reporter training, immunizations and clearance were in file. Multiple staff present had a valid pediatric CPR-First Aide certification. The LPA confirmed that a list of due dates for staff Pediatric First Aid/CPR and Mandated Reporter certifications was posted in the office. The due dates list was updated.
The LPA discussed the following resources with Director Soon Ja Choi and reminded her that it is her responsibility to review the information in more detail. Office Manager Annie stated the facility has a Guardian account and that she has been using Guardian to manage personnel roster.
