Licensing Program Analyst (LPA) Thompson conducted an unannounced complaint investigation. This is a continuation of the investigation initiated on 5/15/2024. Upon arrival LPA met with Director Alexandria Ramstorf, to deliver complaint findings. Director guided LPA on a tour of the facility. There were 73 preschool age children with 10 staff present during the visit.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.

On 5/10/2024 the Orange County Child Care Office received a complaint with two (2) allegations listed above.

Reporting Party (RP) alleges (1) Staff yelled at the daycare children, and (2) Staff inappropriately grabbed a daycare child.

Per the RP, RP has seen a post about a staff #1 (S1) from a potential parent who witnessed the teacher aggressively yelling at the children. RP also reports S1 grabbed their child arm really hard to sit their child down in a chair and was told to “stop crying.”

During the investigation, LPA interviewed four staff, interviewed two children, interviewed five parents, reviewed staff files, and retrieved the facility roster.

On 5/15/2024, LPA conducted four staff interviews. All staff stated they have never yelled at children or witnessed other staff yelling at children. All staff also stated they have never grabbed children in care or witnessed other staff grabbing children while in care.

On 5/15/2024, LPA conducted children interviews. During the visit, LPA was able to interview two children from S1 classroom. Children interviewed stated they like coming to school and S1 is their favorite teacher. Both children stated they have never been hurt at school.



On 5/29/2024, LPA conducted parent interviews. LPA contacted 15 parents and five parent were able to be interviewed via phone call. Parents interviewed did not divulge any information pertaining to the allegations and had nothing but positive feedback.

Based LPA observations, interviews with staff, children, and parents, there was not enough evidence to substantiate the allegations.

The Orange County Child Care Office has investigated the complaint alleging (1) Staff yelled at the daycare children, and (2) Staff inappropriately grabbed a daycare child: although the allegations may have happened or are valid, there is not enough preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

Exit interview conducted and report was reviewed with Director Alexandria Ramstorf. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Appeal Rights discussed. Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.
