Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of decreasing capacity by taking two rooms off of the preschool license and increase the infant license. LPA met with assistant director, Nancy Echeverria and director, Stephanie Strand who gave a tour of the facility to LPA. Currently the facility is licensed for 128 preschool children ages 2 to 6 years old in 7 rooms. LPA observed a total of 7 staff with 57 children in these rooms.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility has requested to provide care and supervision to 100 preschool children ages 2 to 6 years old in 5 rooms, Monday to Friday from 6:30 am to 6:00 pm. Children are dropped off, signed in and out electronically at the entrance of the building to go to assigned rooms. The facility has met all the posting requirements. All the classrooms were measured.
The indoor activity space measurement for the current requested capacity is as follows:
Preschool Room # 1 is: 481.12 square feet
Preschool Room # 2 is: 1022.05 square feet
Preschool Room # 3 is: 706.79 square feet
Preschool Room # 4 is: 561.95 square feet
Preschool Room # 5 is: 602.48 square feet
Total indoor activity space is: 3374.39 square feet divided by 35=96.41 (96 children)

Total of toilets 10 X 15 = 150 children
Total of sinks: 17 X 15 = 255 children
The sinks are located inside the classrooms.

Total outdoor activity space measurement is as follows:
Outdoor space for the preschool playground 10999 square feet divided by 75 =146.65 (147 children).
No hazardous observed on the playground. There are enough adequate cushioning under the climbing structure.

The facility is equipped with carbon monoxide detector. All the classrooms have age appropriate toys and equipment..

Orange county Fire authority has approved the facility for maximum of 100 preschool children but the facility's measurement was enough for 96 children. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform
A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the director, Stephanie Strand.

Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for decreasing to 96 children in Preschool Rooms 1, 2, 3, 4, and 5 will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional information is required.
