On 10/1/2025, the Orange County Regional Child Care Licensing Office received a complaint with an allegation listed above: Licensee was administering day care child OTC medication without parents’ permission.
During the investigation, LPA Carreiro conducted observations regarding staff and children’s interactions during visits on 10/7/25 and 10/21/2025, interviewed one (1) staff member and four (4) parents. LPA also obtained a copy of the Children’s Roster and documents pertinent to the investigation.
During the visits on 10/7/25 and 10/21/2025, LPA did not observe any medication in the daycare areas in the facility. LPA interviewed (one) 1 staff member, Staff #1 (S1) denied they recently gave medicine to the children. S1 did not recall the last time they gave any medication to any child in care. LPA could not interview children due to the children not being verbal. LPA contacted five (5) parents to interview, only four (4) parents responded. Interviewed parents stated they did not have any concern related to the allegation.
LPA obtained medical records for Child #1(C1) whom allegedly was given over the counter medication by S1. During record reviews, the medical record did not indicate signs of medication being C1’s system.
Based on the information gathered from LPA’s observations, interviews and record reviews, the preponderance of the evidence has not been met. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation of Licensee was administering day care child OTC medication without parents’ permission, therefore, the allegation is UNSUBSTANTIATED.
A notice of site visit was given and must remain posted for 30 days. Appeal rights were given.
