An inspection was conducted at the facility by Licensing Program Analyst (LPA) Carmen Odom. A review of adult records indicates that all facility residents, staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. There are presently 2 adults living in the home. During today’s inspection the home and grounds were toured, and the licensee was operating within the licensed capacity. There was 1 infant and 5 preschool age children in care. Assistant, Carolina Barajas (licensee's daughter) was present and assisting with day care children during LPA's inspection. Operating hours are 7:00 AM to 5:30 PM, Monday through Friday.

This is a single story home with 4 bedroom and 2 bathrooms.The floor plan was verified. The childcare areas are the living room, dining room, 2 bedrooms through the right-side hallway and 1 bathroom through the left side hallway. Off limits areas are made inaccessible by means of doorknob covers. The 2 bedrooms, 1 bathroom and backyard are off limits. The licensee stated the children use the community park located 20 feet from the facility as the outdoor play area. The licensee stated the children are never left unsupervised and she maintains full supervision when at the community park. There are no bodies of water on the premises. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. The licensee stated poisonous items are not stored on site, and none were observed during today's inspection. The home provides safe toys, equipment, and materials. There is a working carbon monoxide detector, smoke detector, and fire extinguisher in the home that meet statutory and State Fire Marshall standards. The facility has conducted an emergency drill within the past six months, 8/16/21. The licensee stated there are no firearms and/or other dangerous weapons in the home, and none were observed during today's visit. LPA verified there is a working telephone service (land line) at the facility.

The licensee stated she is present in the home and ensures that children in care are supervised at all times. The licensee stated children are not left in parked vehicles. The licensee states when temporarily absent from the home, she arranges for a substitute adult to care for and supervise children in her absence.

The licensee has a current roster of children in care. Children’s records for children present during LPA’s inspection were reviewed for a copy of the emergency information card that contains all the information specified by regulation (LIC 700) and found to be in compliance. During today’s visit there were no infants from 0-12 months in care. LPA reviewed the Safe Sleep Plan LIC9227 form and sleeping log for infants with Licensee.

The licensee's pediatric CPR/First Aid certification is current, which expires 12/10/2021. Proof of immunization against influenza (or written decline) pertussis and measles for licensee and assistant were reviewed and within compliance of SB 792. Beginning March 31, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years, per A.B. 1207. The licensee and assistant have mandated reporter certificate which will expire on 6/28/2022.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility was advised on how to receive notifications for quarterly updates and provided with Child Care Advocate contact information: childcareadvocatesprogram@dss.ca.gov A hard copy of the Spanish Spring 2019 Child Care Quarterly Update was provided to the licensee. LPA reviewed with licensee the following safe sleep best practices:
· Always place infants on their backs for sleeping
· Use only a tight-fitting sheet on the crib or play yard mattress
· Do not hang any items from the crib or above the crib
· Keep all items, including blankets, out of the crib or play yard
· Pacifiers may be used if they do not have items attached to them
· Infants should not be swaddled or have any items covering them while sleeping
· The temperature of the room should be comfortable enough for an adult to wear a t-shirt and not be too hot or too cold.

Updated face covering guidance was provided and licensee was to continue to message the “Three W’s”: Wash your hands. Watch your physical distance. Wear a mask. This face covering guidance is for all individuals 2 years and older, except for the exceptions (child’s development, medical exemptions, etc.) that are outlined by CDPH.

In the areas that were evaluated, NO deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

Inspection, report review and exit interview was conducted with Assistant, Carolina Barajas. Notice of Site Visit was posted during the visit. Facility representative was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Appeal rights provided and explained. The licensee was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights.
