On 6/19/2024, Licensing Program Analysts (LPAs) A. Silva and G. Lucero conducted a Case Management – Legal/Non-compliance visit to confirm family daycare operation has ceased.

The purpose of this case management inspection is to verify the daycare operation has ceased per Revocation of the License Decision and Order adopted on June 5, 2024 and effective June 17, 2024.

Upon arrival, the LPAs knocked on the door and waited for a few minutes. No one answered the door. Moments later, operator Martha Jauregui arrived to the licensed home. The operator was informed of the purpose of the visit. Operator Martha confirmed she had received a copy of the revocation decision and order prior to the visit. The operator stated that she had three children in care because she was not aware she had to cease operation by June 17, 2024. A copy of the order was provided to operators Jauregui, Martha and Gustavo on today’s visit.
Operators denied LPAs entry into the home.

LPAs advised operators Martha and Gustavo Jauregui of violation the Heath and Safety Code Sec. 1596.80 which states that a license is required by law if caring for children from more than 1 family that are not related to the operator. Health and Safety code Sec. 1596.890 and Sec. 1597.61 authorize the State Department of Social Services and the county licensing agency to initiate action to prevent illegal and unlicensed operation.

The operators are hereby informed they must immediately cease their illegal unlicensed Family Child Care Home operation. If the home continues to provide unlicensed care, the home will be cited with civil penalties of $200 per day.

Exit interview was conclude. The licensed home will be closed.

Jauregui Martha Alicia and Gustavor must cease operation of care immediately per Decision and Order of revocation of childcare license effective June 17, 2024. If unlicensed care is continued, the facility will be cited with civil penalties of $200 per day.

Based on observation and statements, the operators continued to care for children of more than one family. On today's date there werew 3 children in care from three different families, which poses an immediate risk to tthe health, safety, and personal rights of children.
