32 | by asking why the crying child was the only child that cried while the other children did not cry, staff did not follow formula instructions when feeding children, staff bounced Child 1 (C1) roughly on staff leg, and staff took pictures of crying child and did not provide comfort.
On 07/17/2025, LPA Deschampe and Licensing Program Manager (LPM) Tran made an unannounced visit to the facility and interviewed the licensee with the use of Language Services for Mandarin Translation from Translator ID#16421044. Licensee provided LPA with documents pertinent to the investigation including, facility Admission Agreement, Child Care Facility Roster (LIC 9040), and pictures obtained.
Regarding allegation: (1) Adult spoke inappropriately towards a daycare child
During the course of the investigation, LPA interviewed 2 staff members and 4 parents. No children interviews were conducted due to children being non-verbal. LPA also obtained and reviewed screenshots, text messages, and videos from licensee and RP.
On 08/19/2025, LPA reviewed a transcription from Video 1 submitted. The video transcription states, male said: “Ok ok, don’t cry. See, they are not crying. Where do you want to go? O, you are trembling.” The video is of an adult with a crying infant (as defined by the Department, under 24 months of age).
During the staff interview, 2 out of 2 staff stated they will tell children in care to look at other children in care as guidance for development goals such as, not crying and diaper wearing. 2 out of 2 staff stated this is a more natural way to address issues.
Regarding allegation: (2) Licensee did not provide healthful accommodations with food.
During the course of the investigation, LPA interviewed 2 staff members and 4 parents. No children interviews were conducted due to children being non-verbal. LPA also obtained and reviewed screenshots, text messages, and videos from licensee and RP.
During the staff interview, 2 out of 2 staff confirmed formula is given to children but is thrown away within one hour. 2 out of 2 staff have signed and dated a declaration stating they will throw out opened formula within one hour or according to the manufacture instructions.
Regarding allegation: (3) Staff behavior poses a risk to children in care.
During the staff interview, 2 out of 2 staff state when a child in their care is crying, they will comfort the child and tell the child their parent is coming. Staff 2 stated they will not continue with a child if that child
