On 09/01/2026, Licensing Program Analyst (LPA) Duron conducted an unannounced complaint visit. LPA met with licensee, Najwa Joseph Khamis and informed licensee of the purpose of the visit. The Licensee led LPA on a tour of the facility and census was taken. The overall census observed was 4 children which included 2 infants with 2 preschool children with Licensee.
A review of the Facility Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within facility's licensed capacity and within compliance of staffing ratios.
On 08/28/2026, the Orange County Child Care Office received a complaint alleging: Licensee does not ensure that prior to admission, children are immunized against diseases.
During the investigation at the Family Child Care Home (FCCH), LPA reviewed enrolled children’s files.

LPA reviewed 12 children files. LPA observed 1 out of 12 children files did not meet immunization regulations. LPA observed Child #1 (C1) file was not in compliance and did not have immunization records in their file.

LPA interviewed licensee during investigation. Licensee stated C1 was in the process of receiving
immunizations but did not have immunization records in their file.

During the time of the visit on 9/1/2026 at approximately 9:35am, C1 was picked up by Adult #1 (A1). A1 was informed that C1 was unable to return until immunization records were provided to licensee.
