On 5/19/2025, the Orange County Regional Child Care Licensing Office received a complaint with one allegation listed above: Reporting Party (RP) alleged that licensee does not keep day care clean and orderly.
On 5/20/2025, LPAs made an unannounced visit to the facility and interviewed two (2) staff and four (4) children. All staff interviewed confirmed that there is a broken window in one of the areas licensed for the day care. The broken window is in the downstairs bedroom adjacent to the kitchen. According to the licensee and staff interviewed, they stated that the window broke due to high winds a couple of weeks ago. All children interviewed also confirmed that there is a broken window in a day care area which they have regular access. Although the children could not confirm how long the window has been broken, they stated that they did not see any broken pieces of glass on the floor.
During the inspection, LPAs advised that the day care areas near the broken window be made off-limits. Licensee removed all children from the bedroom where the broken window is located. LPAs observed licensee making the window inaccessible by means of foam padding on the window and gate to block the window area. Licensee also stated that they will not use the bedroom with the broken window until window is repaired. Licensee provided LPAs a declaration stating that they will keep the areas near the broken window inaccessible to children in care until the window is repaired. Licensee provided LPAs a scheduled date to fix the broken window and will provide proof of repair once the repair is completed.
The Orange County Regional Child Care Licensing Office has investigated the complaint alleging licensee does not keep day care clean and orderly. Based on information gathered from LPAs’ interviews and observations, the preponderance of evidence standard has been met, therefore the allegation is substantiated. A notice of site visit was given and must remain posted for 30 days.
