During the investigation, LPA interviewed the licensee, interviewed two staff, interviewed three parents and reviewed licensee file.
Reporting Party (RP) alleges Licensee does not reside in the home. On 6/24/2026, LPA interviewed the licensee. The licensee stated he resides in the home along with his wife and dog. LPA reviewed the licensee file and observed licensee is listed as an occupant on the lease agreement submitted to the Orange regional office on July 01, 2022. On 06/24/2026, LPA interviewed two adult staff. Both staff interviewed stated the licensee lives in the home. On 07/14/2026, licensee was present inside the home with two assistants.
On 07/08/2026, LPA contacted five parents via phone call. Out of five parents called, LPA was able to interview three parents. Parents interviewed did not divulge any information pertaining to the allegation.
Based on records, interviews with the licensee, staff, and parents, there was not enough evidence to substantiate the allegation.
The Orange County Child Care Office has investigated the complaint alleging (1) Licensee does not reside in the home: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
Exit interview conducted and report was reviewed with licensee Simon Lopatin.
A notice of site visit was given and must remain posted for 30 days.
