Licensing Program Analyst (LPA) Patricia Rivas conducted an annual inspection and was assisted by Licensee Ms. Vasquez.. Covid-19 Emergency Questionnaire were answered. LPA observed the facility is following CDC and Dept of Public Health Guidelines. The licensee was caring for 2 of her own children of whom 1 was under two years old..
A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Currently there are 2 adults including the licensee residing in the facility. Facility Day care hours are variable Monday through Sunday 5:00am -Midnight; Licensee will not care for any child under 1 year old overnight unless she has hired an assistant for day. Licensee to provide updated lic279 for hours

During today’s inspection, LPA and licensee toured the inside and outside areas of the facility. Off limits areas are made inaccessible by means of locks and baby gate. The childcare area consists of the living room, family room, and two bedroom which are accessed through the front door. There is at least one working carbon monoxide, smoke detector, and fire extinguisher in the home that meet statutory and State Fire Marshall standards. Detergents, cleaning compounds, medicines, and other items which could pose a danger were inaccessible.
The facility is a single-story apartment on the first floor with 2 bedrooms, 2 bathrooms, kitchen, living room, dining room, and patio. The entire home is designated for children in care. Both bathrooms are located inside each bedroom, one to the left and the other to the right. The kitchen is also accessible to the children. Each kitchen drawer had a cabinet slide lock placed on it. Child proof knob covers were also placed on each stove knob handle..

During inspection in the living room, LPA observed the facility to have a fireplace which is made inaccessible by means of plywood securely installed over the fireplace face. The fireplace is also non-functioning. The home has central air an heating..Cleaning solutions and chemicals are stored outside in the patio with a lock and key. Poisons and hazardous items were not stored on site, and none were observed during today’s inspection. Last fire drill was conducted 02/08/2022.

Body of water was not present in the home, but the community pool was approximately 250 feet away. The pool was inspected, pool meets all regulations and was in compliance. Licensee stated the community pool will not be used for child care. A small lake is also present approximately 150 feet away from the home's entrance. Patio was observed to be free of defects and potential hazards. Licensee reports there are no fire arms in the home, Licensee was informed that if firearms are present, they must be locked and stored separately from ammunition. During today's inspection at approximately 9:35 a.m. the smoke detector and carbon monoxide were operable, and the fire extinguisher was charged. LIcensee Pediatric CPR & First Aid expire on 10/16/2023. LIcensee completed the 8-hour EMSA Program and Pediatric Preventative Health on 10/13/2019.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The licensee has a current roster of children in care. Children’s records for children present during LPA’s inspection were reviewed. LPA reviewed LIC 9227 Individual Infant Sleeping Plan in children’s files. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for licensee and any adult working with children were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years.

Licensee was advised of their responsibility to review the Provider Information Notices (PIN) found on the CCLD website. A copy of the California Department of Social Services Lead Information Brochure was explained and provided to the licensee. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In the areas that were evaluated, No deficiencies were noted.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Mariah Vasquez.
