25 | On 04/16/2025 an Annual Random was conducted at the facility by Licensing Program Analyst Castro. LPA arrived to the facility at 3:00pm and was met with Licensee's daughter and assistant, Soyeon Choi. Soyeon stated that her mother, licensee, is typically not present on Wednesdays due to low enrollment/errands on those days. Staff #2 (Licensee, Young Soon) arrived at 3:15pm. LPA was provided a tour of the facility inside and outside. LPA Castro observed 5 school aged children at the time of arrival. Facility was operating within the licensed capacity as specified on license. Hours of operations are Monday- Friday 2:00 PM – 6:00 PM.
A review of the Facility Personnel Report Summary conducted on today’s date indicates all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions. Currently there is one adult, the licensee living in the facility.
During today’s inspection, LPAs and facility representative toured the inside and outside areas identified in the facility sketch as accessible to childcare children. Off limits areas are made inaccessible by means of locked doors and child safety gates. The childcare area the living room, bedroom #1 and dining area which is accessed through the front door of the home. The children walk through the right hall to the bathroom. Licensee stated the children's primary area is the living room. There are working carbon monoxide, smoke detector, and fire extinguisher in the home that meet statutory and State Fire Marshall standards.
Due to a time constraint, LPA will continue the annual inspection another day. If any deficiencies were observed, disclosed, or discovered during today's visit, they will be addressed and cited at a later date.
Exit interview conducted and report was reviewed with facility representative. Appeal Rights and were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
