An informal office meeting was conducted on this date, 03/22/2024, with Licensee, Maribel Soto Delgadillo. Also in attendance was Licensing Program Manager (LPM), Martha Malane, Licensing Program Analyst (LPA), Nguyen Tran and LPA, Diana Valdez Santana. At licensee’s request, the meeting was translated into Spanish by LPA, Valdez Santana.

The purpose of the informal meeting was to discuss lack of supervision, capacity and ratios, safe sleep, personnel requirements and physical plant deficiencies cited with the licensee.

Licensee stated she understood that the purpose of the meeting is to discuss the deficiencies she had in her facility and to receive support from CCL. She understood the challenges in the family child care home and had made adjustments to ensure safety for the children including putting the barriers to keep the children out of the kitchen and other unsafe areas, and having additional assistant to help with supervision for the children.

Licensee shared her understanding of the capacity including having a maximum up to 8 children, she understands only 2 out of the 8 can be infants. LPA Valdez Santana discussed the capacity handouts and Title 22 Staffing Ratio and Capacity (102416.5) with licensee.

Licensee understands that an infant is between 0-24 months. LPA Valdez Santana discussed Infant Safe Sleep (102425) including the use of LIC 9227, Sleep log. LIC 9227 was provided and explained to the Licensee. Licensee stated she had bought additional play yards for the infants in care. LPM Malane reminded Licensee that infant shall not be sharing the play yard and if the infants in care are to use the play yard at different times during the operation hours, Licensee must ensure the play yard is sanitized after each use.

LPM Malane addressed the concerns regarding physical plant at the home daycare: about the pet in the home, Licensee stated another adult the home to take the dog out on walks so the dog can relieve itself outside of home. LPM Malane addressed the activities schedules and advised Licensee to conduct checks of the play ground to ensure cleanliness. Licensee stated she had been maintaining the cleanliness of the back yard in the morning before the children come out to play. LPM Malane addressed if Licensee has a plan to maintain compliance with Title 22 Requirements. Licensee stated she had been making sure that the children are safe. Before the inspections, Licensee admitted that she was not keeping up with the regulations and she was grateful that the LPAs had come and addressed the deficiencies and helped her to be compliant with the regulations and provide better care for the children in care. LPM confirmed that one of the goals is to provide support to ensure Licensee maintain compliance with Title 22 Regulation and improving services for the children in care. LPA ValdezSantana provided and discussed Active Supervision at a Glance, California Code of Regulations Operation of A Family Child Care Home (102417), Personnel Requirements (102416), Health and Safety Code: Administration of Child Day Care Licensing (1596.8662) and Employees or volunteers at family day care home; immunization requirements; records; exemptions (1597.622).

LPA ValdezSantana explained and provided the Technical Support Assistance (TSP) Brochure. Licensee was advised that the TSP can be provided to the Licensee at no cost and in Spanish. Licensee agreed to be referred for TSP.

Licensee was reminded that if there is continuous non-compliance issues at the facility. The next step will be a Non-Compliance Conference.
Increased unannounced visits to the facility will be conducted by Community Care Licensing for the next 2 years to monitor compliance. The purpose of these increased inspections to ensure we as the Department are working with the licensees to ensure a return to compliance of regulation and code.

LPA provided a copy of Title 22 regulations for Operation of A Family Child Care Home (102417), and Personnel Requirements (102416). LPA also provided a copy of Health and Safety Code: Administration of Child Day Care Licensing (1596.8662) and Employees or volunteers at family day care home; immunization requirements; records; exemptions (1597.622), Supervision at a Glance, a TSP Brochure and Ratio and Capacity handout.

During the meeting, LPA registered licensee on the Department’s website at: www.cdss.ca.gov/inforesources/community-care-licensing to receive email updates and Provider Information Notices (PINs) including the notifications regarding Licensing Calls/Webinars. LPA, Tran advised Licensee to attend Licensing Calls/Webinars.

The following was discussed with the Licensee:
1. The licensee was advised that it is her responsibility to know & understand the requirements of Title 22 Regulations.
2. The licensee's facility must be in compliance at all times.
3. The licensee will be placed on required visits for two years.
4. The licensee was advised to check the Child Care Licensing web site at www.cdss.ca.gov for quarterly updates, forms and regulations.

Exit interview conducted with Licensee, Maribel Soto Delgadillo, who is agreement with the above conditions. A copy of this report was provided to Licensee, Maribel Soto Delgadillo.
