25 | Licensing Program Analyst (LPA), Stacy Torrence conducted an announced Pre-licensing inspection of the facility on today's date due to receiving an application on 02/11/2022 requesting a location change. Applicant has requested to relocate her family childcare from 3 Spruce Tree Lane, Irvine to 3852 Hendrix Street, Irvine. LPA met with Marcherie Brooks Bey, applicant. Also present during today’s inspection was applicant’s two daughters. Currently there are three adult residents and two minor children living in the home. The applicant is requesting a Small family childcare home license. Per applicant, operation hours will be Monday to Friday 7:00 AM to 6:00 PM and care and supervision shall be provided to children ages 2 months years old to 12 years old (Infant, Preschool and School-Age children). Applicant stated she is not currently registered with any Foster Care agency or holds a foster parent license. Applicant was reminded if changes to notify the licensing office.
A review of the Facility Personnel Report Summary indicates adult residents, who require caregiver background check clearances, transfers, exemptions have been obtained and they are cleared.
The facility is a two-story home with six bedrooms, four bathrooms, living room, office, kitchen, dining room, laundry room, garage, front yard (not fenced), and backyard (fenced). The applicant has designed living room, dining room, one bathroom (located downstairs), office, and back yard (play area fenced), as part of the day-care. The applicant has designated two bedrooms(downstairs), one bathroom (downstairs), kitchen, laundry room, front yard, and garage, as the off-limit areas. Applicant has also designated the entire second floor as the off-limit area. The applicant has placed a safety gate at the bottom of the stairs leading to the second floor, ensuring the stairs are inaccessible to children in care. The off-limit bedrooms have locks on the doorknobs, the laundry room is located next to the kitchen, in which, there is a safety gate at the kitchen entrance, making these area inaccessible to children in care. The applicant has placed a safety gate at the hallway entrance leading to one of the off-limit bedrooms. The applicant acknowledged the children may never enter the off-limit areas. Control of property was verified by LPA during today’s inspection. The applicant has a cell phone and a landline that will be used for childcare.
