25 | On June 07 of 2023, Licensing Program Analyst (LPA) A. Silva conducted an unannounced Required – 1 Year inspection assisted by licensee Uthra Buddha. Upon arrival, the licensee had one infant in care. The facility was operating within its licensed capacity and within compliance of staff-to-child ratios. An on-site Facility Personnel Report Summary review showed that all facility residents, staff, or other individuals who require background checks have received criminal record and child abuse index clearances or exemptions.
INDOOR INSPECTION. The LPA inspected the indoor FCCH (Family Child Care Home) area identified in the Facility Sketch LIC999 and areas accessible to clients. Off-limits areas were inaccessible to clients in care with child gates, at the time of inspection. The facility is a one-story, single-single family home. The child care area is accessed through the front entrance and consists of the living room, one bedroom, one bathroom, and the covered patio area. According to the licensee, the main child care area is the living room. The children nap on cots in the bedroom. The infants nap in a play yard or crib in the living room. The licensee stated that each child has their own bedding, and the bedding is washed at home weekly.
The facility was equipped with working carbon monoxide and smoke detectors, working telephone service, and at least one fire extinguisher that meets statutory and State Fire Marshall standards. The licensee stated she keeps telephone service in the home when clients are in care. Hours of operation are 8 am to 6pm M-F. The licensee is aware that each FCCH shall conduct fire drills and disaster drills at least once every six months. A record review shows that the last drill was documented on 01/20/23. The fireplace is covered with furniture; the licensee stated they don’t use the fireplace. The licensee stated that there are no firearms and/or other dangerous weapons in the facility; none were observed during the inspection. Detergents, cleaning compounds, medicines, and other items that could pose a danger if readily available were inaccessible to clients in care. No poisons or other items that could pose a danger to clients were observed during the inspection. Food is not prepared in the facility. The licensee stated the parents provide food for the children. Filtered drinking water is available to clients in care. The LPA observed that the facility’s floors, equipment, furniture, and clients’ bathrooms were clean and in good repair.
