On 3/12/2026 at 8:45am, Licensing Program Analyst (LPA) Sarah Garcia conducted an unannounced complaint inspection to deliver the findings for the above allegations. This is a continuation of the investigation initiated on 01/08/2026. Upon arrival, LPA met with facility representative, Miriam Torres Soto and observed 8 children in care. At 8:50am, licensee, Maria Morris arrived with 1 additional child. Licensee guided LPA on a walkthrough of the facility and took a census. At 8:50am, total census was 9 children and 2 staff including licensee.

A review of staff records on this date indicated that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The Department received a complaint on 1/06/2026 alleging (1) Licensee does not keep accurate records, (2) Licensee operates over capacity, and (3) Licensee inappropriately disciplines children in care. Reporting party stated that the licensee has 18-20 kids in care at a time with two helpers and licensee has signed RP’s children in and out of care on days that they were not actually in care. RP disclosed that when a child gets in trouble, the licensee puts the child outside and says “Sirenhead” is going to get the child. RP stated that licensee said the child did not listen and that licensee was trying to teach the child a lesson.

During the investigation, LPA Garcia interviewed licensee, staff, reporting party, children, and children’s authorized representatives, obtained correspondence from RP, police report, police case notes, Orange County Department of Education attendance sheets for the month of December, and children’s roster.

All staff interviewed stated they have never observed the facility out of ratio. Staff stated when children misbehave children will sit down on a chair or the couch for a few minutes. Staff will speak with the child and redirect children to another activity, and discuss child's behavior with parents. Staff denied using a character or monster as form of discipline.

All children interviewed stated they liked daycare and that when they don’t listen, they will be put in timeout and will have to sit on the couch for a few minutes. Children stated that they have not been put outside when they don't listen. Children stated the teacher has not said a monster or character is coming to get them if they don't listen.

LPA made several attempts to contact Orange County Department of Education but could not reach them.

Based on record review, on 1/13/26 LPA received a Fullerton Police Department police report and case notes which did not disclose any information regarding the allegations. LPA reviewed December attendance sheets for Child 5 (C5), Child 6 (C6), Child 7 (C7), and Child 8 (C8) which documented the last day of care on December 14, 2026. LPA reviewed Department of Education child care certificates for Child 5 (C5), Child 6 (C6), Child 7 (C7), and Child 8 (C8).

Throughout the investigation, LPA interviewed children’s authorized representatives. Representatives interviewed shared feedback regarding their enrollment experience, there was not evidence to corroborate the allegations.

During today's visit, LPA interviewed 3 children and 2 staff.

Based on interviews and record review, the allegations that licensee does not keep accurate records, licensee operates over capacity, and licensee inappropriately disciplines children in care are unsubstantiated. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

Exit interview conducted and report was reviewed with the licensee, Maria Morris. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
