During the investigation LPA Lucero interviewed three (3) staff and one (1) parent.
The following is a recollection of events based on staff interviews conducted regarding the incident. Staff members described the situation as a misunderstanding. According to staff, Child 1 (C1) is typically picked up from school by Staff 1 (S1) and brought back to daycare. On the day of the incident, August 27, 2025, Parent 1 (P1) arrived at the daycare earlier than usual for pickup. Staff 2 (S2) greeted P1 at the door. Due to a language barrier, S2 only understood that P1 was there to pick up C1 and S2 informed P1 that C1 had not yet arrived at the daycare. P1 responded with “okay” and walked away from the door. S2 reported the interaction to the Licensee, who was outside at the time of this interaction, and Licensee then contacted S1 to inform them that P1 had come for pickup and instructed S1 to drop off C1 at home.
Staff reiterated that P1 did not clarify with S2 or any staff that P1 intended to wait outside at the daycare until C1 arrived. As a result, staff believed P1 had left back home. S1 stated that, in most cases, S1 walks the children to the front door when dropping them off. However, on this occasion, S1 had another child in the vehicle and did not want to leave them unattended. As a result, C1 was allowed to walk to the front door alone. S1 explained that the layout of the apartment complex obstructed their view of C1. After waiting for a few minutes and not seeing C1 return, S1 assumed C1 had entered the home and proceeded to return to the daycare.
Upon arriving back at the daycare, S1 observed P1 waiting in their vehicle. S1 informed P1 that C1 had already been dropped off at home. P1 then stated that no one was home at the time and immediately left to return home.
LPA interviewed the parents of C1. The parents confirmed that P1 went to the facility to pick up C1 earlier than usual and was greeted by S2. Due to a language barrier, P1 understood that C1 had not yet arrived at the daycare. The parents stated that they did not instruct the Licensee or any staff to drop off C1 at home, as had been done on previous occasions. They expressed confusion as to why the Licensee proceeded with the drop-off without first contacting them to confirm their preference at the home.
