On 04/20/2026, Licensing Program Analysts (LPA), Cynthia Sun conducted an unannounced complaint inspection for the purpose of delivering findings. This is a continuation of a complaint inspection initiated on 03/19/2026. Upon arrival LPA met with Licensee Jeimy Vallejo and was led on a tour of the facility both inside and outside. During inspection LPA took census and observed a total of 4 preschool children along with 2 staff.

A review of the Facility Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.

On 03/16/2026, the Orange County Child Care Office received a complaint alleging: Licensee does not reside at the licensed address. Reporting Party (RP) stated “it appears that the daycare provider, Jeimy Vallejo, does not actually live in the home. The property seems to be operated solely as a business location, as Ms. Vallejo is only present during business hours- Monday through Friday from approximately 7:00 AM to 5:00 PM and is not present during the evenings or weekends.


During the investigation, LPA toured the day care home on 03/19/2026, 03/24/2026, 03/26/2026, conducted interviews with 2 staff, 4 parents, obtained a copy of Child Care Facility Roster, took photographs of child care home, and reviewed children records. LPA attempted to interview 4 children, and they did not qualify for an interview.

During unannounced visits to the home day care on 03/19/2026 at 1:15PM, 03/24/2026 at 8:30 AM, and 03/26/2026 at 8:30AM, LPA met with Licensee Jeimy Vallejo. Licensee stated that children are at facility from 7:30AM and the end time is around 5:00 PM. Licensee stated that she does have a fully qualified assistant (staff) who works from 8:30/9:00AM- 5:00PM Monday-Friday. The Licensee and Staff #1 (S1) stated that licensee will step out only to go pick up the children from elementary school down the street. Licensee stated licensee does most of personal and facility errands on Sunday.

The Licensee stated licensee got married on 05/14/2025 and her spouse still has an apartment near the beach with lease that will end in June 2026. Licensee and family will often leave for the weekend to her spousal rental apartment near the beach. LPA conducted a file review for one (1) (assistant) staff, and the records showed staff 1 (S1) was fully qualified with Title 22 requirements for personnel records.

S1’s stated licensee, 2 other adults, and a minor child live at this address. S1 also stated licensee will usually only leave facility during the day to go pick up children from school before 2:00 PM.

On 3/24/26, LPA conducted surveillance at the facility from 6AM – 8:30AM. During the surveillance, LPA observed 2 families dropped off their children at different times. At 8:30AM, LPA entered the facility and was greeted by licensee.

During the inspection dated 3/26/26, LPA inspected the licensee’s master bedroom and observed licensee’s husband was sleeping on the bed.

LPA attempted to interview the neighbors near facility; the neighbor did not answer the doors.

During parent interviews. LPA interviewed four (4) parents, and all four interviewed parents did not divulge any information pertaining to the allegation.

Based on LPA observations, interviews, and records review; the preponderance of evidence standard has not been met. Although the allegations may have happened or is valid, there is no preponderance of evidence to prove the alleged violation of licensee does not reside at the licensed address did or did not happen; therefore, the allegation is UNSUBSTANTIATED.

Exit interview conducted and report was reviewed with Licensee Jeimy Vallejo. The Licensee was informed that the “Notice of Site Visit” must be posted on or adjacent to the door for 30 days. Failure to post will result in a Civil Penalty of a $100.00.
