32 | On 05/06/2026, LPA made an unannounced visit to the facility and interviewed staff and children. Licensee provided LPA with children’s roster and other documents pertinent to the investigation.
During investigation, LPA interviewed two (2) staff, four (4) children and eight (8) parents. LPA also reviewed camera footage of the alleged incident.
During interviews, staff stated they had not observed the licensee physically abuse day care children. All four (4) out of four (4) children did not qualify to be interviewed. Of the eight (8) parents, only three (3) answered/called back and were interviewed. All interviewed parents did not disclose any concern related to the allegation.
During record review, LPA reviewed camera footage of the alleged incident and Anaheim Police Report Number: 26-63916. The reviewed footage did not indicate physical abuse. Anaheim Police Report did not indicate physical abuse.
The Orange County Regional Child Care Licensing Office has investigated the complaint alleging that Licensee physically abused day care child. Based on the information gathered from LPA’s interviews and record reviews, although the allegation may have happened or is valid, there was not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the licensee, Elisabeth Sarmiento.
