Regarding allegation: Licensee is verbally abusive to children in care
During staff interviews, Staff#1(S1) stated the following: S1 has not observed the licensee being verbally abusive to the children. The licensee is very loving to the children. Staff#3 (S3) stated the following: S3 has not observed the licensee being verbally abusive to the children. The interactions between the licensee and the children are pretty good. The children are all pretty warmed up to the licensee. The licensee denied being verbally abusive to the children. 5 out of 5 children stated no staff members yell or are mean to the children.
Regarding allegation: License is operating out of ratio
During staff interviews, S1 stated they have not been out of ratio and S1 has not been alone with 14 children. S3 also stated they have not been out of ratio and S3 has not been alone with 14 children. On 11/12/2025 LPA Nunez arrived at the facility at 9:22am and there were 2 staff members with 9 children. The licensee was not present when LPA arrived. The licensee arrived at the facility at 9:42am. On 11/20/2025, LPA Nunez arrived at the facility at 9:20 am and observed 2 staff members with 9 children. The licensee was not present when LPA arrived. The licensee arrived at the facility at 9:34am.
During the 5 parent interviews, the 5 parents did not divulge any information pertaining to the allegation or express any concerns regarding care of the children.
Based on information gathered from LPA’s interviews with the 3 staff members, 5 children, and 5 parents, the preponderance of evidence has not been met. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations (1) Licensee is verbally abusive to children in care (2) License is operating out of ratio; therefore, the allegations are UNSUBSTANTIATED.
Exit interview was conducted with the Licensee, Alevtina Lopatina. The Notice of Site Visit was posted. The Licensee was informed that the Notice of Site Visit must be posted for 30 consecutive days. The licensee was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager at the address listed above.
