32 | On 11/14/25 the Orange County Child Care Office received a complaint alleging (1) A child was wrongfully terminated (2) Facility staff is verbally abusive to children (3) Inadequate supervision: the children are doing screen time all day. The Reporting Party (RP) stated the following: Child#1 (C1) was wrongfully terminated. Staff#4 (S4) verbally abused multiple children, specifically Child#5 (C5). The children are doing screen time all day.
During the investigation, LPA toured the facility and conducted interviews with 4 staff members, 5 children, and 5 parents.
Regarding allegation: A child was wrongfully terminated.
During staff interviews, the licensing stated the following, C1 was terminated from the daycare due to the behavior of Parent#1 (P1). P1 frequently sent lengthy messages to staff and other parents, which led to parents having concerns about P1. P1 regularly arrived late with C1, often around 11am, despite the program’s start time of 8am. P1 also requested that C1 not interact with certain children. The licensee issued a termination notice to P1 via email on September 27, 2025. The licensee provided the LPA with a copy of the parent handbook, which includes a section outlining the program’s termination policy.
Regarding allegation: Facility staff is verbally abusive to children.
During staff interviews, Staff #4 (S4) stated S4 occasionally goes to the licensee’s facility during the middle of the day while children are napping. S4 stated that time-out is not used as a form of discipline and denied any verbal abuse toward children. Staff #1 (S1), Staff #3 (S3), and the licensee stated that they have not observed S4 verbally abusing children. LPA interviewed Child #5 (C5), who did not disclose any concerns related to the allegation. 5 out of 5 children did not disclose any concerns regarding the allegation.
