The Orange County Regional Office received a complaint on 04/20/2026, alleging a day care child was sexually abused while in care. Due to the nature of the complaint, the investigation was referred to the Investigations Branch (IB). The complaint was assigned to Investigator, Dennis Seng, Badge # 219, for further investigation.
Over the course of the investigation, (IB) Investigator interviewed subject child (C1), parents, former parents, currently enrolled children, facility staff, law enforcement, and Social Service Agency staff. (IB) Investigator also obtained and reviewed C1’s copies of the Irvine Police Department Incident Report on 05/14/2026, Child Abuse Services Team (CAST) Forensic interview footage on 06/03/2026 and medical report. The interviews and record reviews did not corroborate the allegation that C1 was sexually abused while attending the childcare and revealed that injury to C1 sustained could have been accidental and was most likely caused by irritation rather than sexual assault.
This Department investigated the complaint alleging day care child was sexually abused while in care. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
A notice of site visit was given and must remain posted for 30 days.
