On 1/6/2026, the Orange County Regional Office received a complaint with one (1) allegation listed above: Reporting Party (RP) alleged that licensee did not notify the department prior to change in "off limits" areas.
On 1/9/2026, LPAs S. Jung and A. Castro made an unannounced visit to the facility for an initial complaint investigation. LPAs observed that facility was operating over capacity and had two assistants who did not have criminal record clearances yet were providing care to day care children. Deficiencies were cited on respective LIC 9099 Complaint Investigation Report and LIC 809 Case Management – Deficiencies Report, both dated 1/9/2026. Licensee provided LPAs with facility roster and additional documents for investigative review. Due to time constraints, LPAs could not conduct staff and child interviews.
On 1/9/2026, LPAs S. Jung and A. Castro observed three (3) children napping in an off-limits area of living room 2 where the exit door is located. However, during the prelicensing visit which occurred on 11/9/2023, it was stated by licensee that the left side of living room 2 with exit door would be off-limits to day care children. LPA K. Navar who conducted the prelicensing appointment included this information in the prelicensing report. On 2/27/2026, staff interviewed stated that the left side of living room 2 is used, on occasion, during nap time if there is a child who is crying a lot. They have taken children who are crying a lot to this side to not disturb the other children napping in living room 1. Also, staff interviewed stated that the garage has been used in the past for children’s music and dance time. Licensee was cited for not reporting change from an area of the family child care home previously identified as "off limits" to an area where care and supervision will be provided to children in care; see LIC 9099D for deficiency.
Parents interviewed did not provide any information regarding the allegations listed above. Children could not be interviewed due to their age and language development.
