On 3/18/2025, Licensing Program Analyst (LPA), Christine Jung, conducted an unannounced case management inspection for the purpose of increase in capacity from Small Family Child Care Home to Large Family Child Care Home. LPA met with the Licensee, Pooja Chaudhri, who was providing care and supervision for eight (8) preschool children. Facility hours are Monday through Thursday, 8:30 AM - 6:00 PM, Friday 8:30 AM – 5:00 PM.

A review of the Facility Personnel Report Summary on this date indicates all residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Family Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

All areas on the Facility Sketch LIC999 were inspected. The facility is a 2-story home with 4 bedrooms, 4.5 bathrooms, living room, dining room, kitchen, laundry room, front yard (walled), backyard (walled), and a garage.

Based on the Facility Sketch LIC999 submitted, areas off-limits to children and parents are as follows: entire 2nd floor, backyard, bathroom 2, and garage. The applicant has a child-proof safety gate at the bottom of the stairs to the 2nd floor, ensuring the 2nd floor is inaccessible to children in care.

The applicant has placed child-proof door handle locks on all doors leading to off-limit areas to ensure inaccessibility. The applicant has a lock on the door of the garage ensuring this area is inaccessible to the children in care. There is one dog in the home which will stay upstairs in the off-limit area or in the garage during facility hours.

The licensee understands that licensing personnel may have access to off-limits areas during inspection visits if necessary. LPA reminded licensee that all inspection visits aside from the prelicensing inspection are unannounced.

Areas Designated for Day Care Activities: The applicant has designated the living room, kitchen, dining room, room 1, bathroom 1, and front yard as the day care areas.

Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone), ventilation, and heating. The children’s restroom was observed to be safe and free of hazardous items. The designated childcare areas were observed to have age-appropriate toys and educational items. Detergents, cleaning compounds, medicines, sharp objects, and hazardous items that can pose a danger to children are inaccessible in areas designated for children. The licensee stated that there are no poisons on the premises and LPA did not observe any. The licensee was advised that any poisons must be locked with a key or combination lock. The licensee stated that there are no weapons or firearms on the premises. The LPA informed the licensee that when firearms are present, they must be locked and stored separately from the ammunition per CCR 102417(g)(4)(C).

The pressure gauge on the 3A-40BC fire extinguisher indicates fully charged. The fire extinguisher type 3A-40BC must be serviced annually or as often as necessary. Smoke and carbon monoxide detectors were tested and are operable. Smoke and carbon monoxide detectors should be checked regularly and batteries replaced as needed. The pull fire alarm required by the fire department is located by the main entrance.
Licensee stated that outdoor play activities will be conducted in the front patio. The patio is appropriately fenced. LPA observed age-appropriate play equipment to be free from hazards. Licensee stated that there are no bodies of water on the premises, and LPA did not observe any.

A records review indicates the licensee completed the required Health and Safety Training with Nutrition and Lead Poisoning components. The applicant has a current Pediatric First Aid and CPR certification that expires on 4/11/2025.

In the absence of the licensee, a qualified adult must be present to supervise the children—a qualified adult is an individual who has a valid and current Pediatric First Aid and CPR certification, TB clearance and immunization, and valid criminal record clearance that is associated with the licensed facility. Annual fees must be paid by the due date, or a late fee shall be assessed and/or the License may be terminated. The licensee was reminded that all licensees must be present at least 80 percent of the hours of operation, per day.

H&S 1597.622: Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles.
Health and Safety Code 1596.7995: Beginning January 1, 2018, all licensed providers, applicants, directors, and employees must complete training as specified on mandated reporter duties. Training is available at www.mandatedreporterca.com. The licensee has a current mandated reporter training certificate which expires 6/18/2025 . Renewal is required every two years.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended them to register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Fire clearance was granted on 3/12/2025 for a Large Family Child Care Home.

During todays’ inspection, there were no deficiencies cited and licensee was in compliance with California Code of Regulations Title 22 for operating a Family Child Care home.

LPA reminded licensee of ratio and capacity limitations for a Large Family Child Care Home and Small Family Child Care Home. LPA provided licensee a copy of the capacity handout and explained that if a qualified assistant is not present, then facility must operate as a Small Family Child Care Home.

A new license for operating a Large Family Child Care Home may be issued upon final review. In the event additional requirements are needed, the applicant will be notified.

Exit interview was conducted and report was reviewed with the licensee, Pooja Chaudhri. A notice of site visit was given and must remain posted for 30 days.

During the exit interview, licensee, Pooja Chaudhri, confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
