A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.
On 1/23/2026, the Orange County Regional Office received a complaint with two (2) allegations listed above: Reporting Party (RP) alleged that (1) licensee allows children in care to access the facility off-limit areas and (2) licensee is operating over capacity.
On 1/28/2026, LPA made an unannounced visit to the facility and interviewed four (4) adults. Children could not be interviewed because of the children's language development. All adults interviewed stated that care is provided for day care children on the first floor living room, restroom, and back yard. All adults interviewed stated that the bedroom downstairs is not for children’s use and designated for adults only. Licensee led LPA on a tour of the off-limits areas of the home, including the upper floors and garage. Licensee stated that the upstairs is not used for day care children at this time, and LPA observed only the licensee’s and other adults’ personal belongings. In the garage, LPA observed the licensee’s personal car and bookshelves installed into the walls with many books. Licensee stated that they use many books for the day care curriculum, but they do not provide care to day care children in the garage.
The Orange County Regional Office has investigated the complaint alleging (1) licensee allows children in care to access the facility off-limit areas and (2) licensee is operating over capacity: although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Ye Eun Moon. LPA provided Korean interpretation throughout the visit. |
