On 6/04/2025, Licensing Program Analyst (LPA), Alma Castro, conducted an unannounced subsequent visit to the facility to deliver the findings for a complaint that was initiated on 03/17/2025. LPA met with director, Sheila Dalva-Hornback and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 18 infants/toddlers and 6 teachers.

On 03/14/2025, the Orange County Regional Child Care Licensing Office received a complaint with the allegations listed as: (1) Staff handled day care children in a rough manner, (2) Play yard equipment is not age appropriate and (3) play yard fence is in disrepair.

On 03/17/2025, LPA made an unannounced visit to the facility and interviewed staff. Facility representative provided LPA with employee roster, playground booklet and other pertinent documents.

During investigation, LPA conducted observations on the interactions between facility staff and children in care during playtime on 03/17/2025 and 06/02/2025. LPA interviewed eight (8) staff, contacted nine (9) parents, but only four (4) responded and were interviewed. LPA attempted to conduct child interviews, but they are not eligible to be interviewed due to age under 24 months (infants).

Regarding allegation (1) Staff handled day care children in a rough manner, during LPA’s observations on 03/17/2025 and 06/02/2025, LPA observed the staff handle children in a gentle manner. Seven (7) out of nine (9) interviewed staff stated that they have not witnessed staff handle children in a rough manner. LPA attempted to conduct children’s interviews, but they did not qualify to be interviewed. All interviewed parents did not disclose any concerns regarding the above allegations.

Regarding allegation (2) Play yard equipment is not age-appropriate, LPA conducted observations on 03/17/2025 and 06/02/2025, LPA Castro observed age-appropriate playground equipment, including playground structure and toys. LPA interviewed eight (8) staff, contacted nine (9) parents, but only four (4) responded and were interviewed. LPA attempted to conduct children’s interview, but they did not qualify to be interviewed. LPA Castro also reviewed Playground Equipment Plan booklet.

Regarding allegation (3) that play yard fence is in despair, LPA conducted observations on 03/17/2025 and 06/02/2025. During the inspection conducted on 03/17/2025, LPA observed and documented a large dowel pin unscrewed which is a potential hazard. On 06/04/2025, LPA observed that the wooden piece attached to the loose dowel had been completely removed. LPA interviewed eight (8) staff, contacted nine (9) parents, but only four (4) responded and were interviewed. LPA attempted to conduct children’s interview, but they did not qualify to be interviewed.

The Orange County Regional Child Care Licensing Office has investigated the complaint alleging that (1) Staff handled daycare children in a rough manner (2) Playground equipment is not age-appropriate and (3) Play yard equipment is in disrepair. Based on the information gathered from LPA’s interviews, observations and record reviews, although the allegations may have happened or is valid, there was not a preponderance of evidence to prove the alleged allegations: (1) Staff handled daycare children in a rough manner (2) Playground equipment is not age-appropriate and (3) play yard fence is in disrepair, did or did not occur, therefore the allegations are unsubstantiated.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the director, Sheila Dalva-Hornback.
